Michael Rudinski-Founder/Lead Consultant-Covenant Safety Group

Michael Rudinski is the Founder and Lead Consultant of Covenant School Safety Group, bringing more than four decades of frontline law enforcement, school security, and emergency planning experience to every engagement. He is known for delivering practical, legally grounded, and operationally realistic safety solutions that go beyond compliance and actually work under stress.

Jon Carrier-Owner/CEO-Full Armor Consulting LLC

Jon Carrier is a veteran law enforcement professional with 37 years of service across federal, county, and municipal agencies in Maryland, and is widely recognized as a national subject matter expert in school and physical security. He has trained and advised at the highest levels—including the White House, U.S. Congress, NIJ/DOJ working groups, and NASRO—bringing unmatched credibility, instructional depth, and real-world expertise to school safety and prevention efforts.

Affiliated specialists and partner organizations are engaged on a project-specific basis and are not employees or agents of Covenant School Safety Group LLC. Scope, coverage, and responsibility are defined by individual engagement agreements.
